Luis Raúl Toledo Carrejo is the husband of the Mexican drug lord, Enedina Arellano Félix, who co-founded the Tijuana Cartel with her siblings and served as the group’s logistical accountant.

Her six brothers led the Tijuana Cartel for the majority of the 1990s, with Enedina providing them with financial administration and money laundering advice. 

But Enedina assumed the role following the cartel’s 2000 financial mastermind’s downfall. 

She began her career with the Tijuana Cartel as a money launderer, but following her brother Eduardo Arellano Félix’s arrest in 2008, she rose to the position of cartel leader.

With the majority of her brothers dead or in prison, Enedina has assumed charge of alliances, handled the organization’s finances, and led the Tijuana Cartel with Luis Fernando before his detention in 2014. 

Her prior relationships with Colombian cocaine suppliers allowed the organization to continue operating.

Enedina, aside from Sandra Avila Beltran in Mexico, is the first and one of the few women to head a criminal organisation globally, according to the Drug Enforcement Administration (DEA) and the Mexican media, roles that men have traditionally filled.

A few of Enedina’s aliases are La Jefa, La Madrina, and La Narcomami. The police regard Enedina in both Mexico and the United States as the “financial brains” of the Tijuana Cartel.
